How to Fight a Red Light Camera Ticket in California (2026 Guide)

Actualizado 1 de marzo de 20263 min de lecturaCámaras de Semáforo

Red light camera tickets in California — typically charged as CVC 21453(a) (Red Light Violation) — are not fought the same way as officer-issued tickets. Under SB 720, camera citations go through an administrative review process — a written contest submitted to the city or county, not to a court. This guide walks you through every step.

Step 1: Confirm Your CVC 21453(a) Camera Citation

First, confirm you have a camera citation rather than an officer-issued ticket. Camera citations arrive by mail, typically 15–30 days after the alleged violation. They include a photo of your vehicle and usually a photo of the traffic signal. An officer-issued red light ticket is given to the driver at the scene and processed through the court system.

Camera Citation vs. Officer Ticket

If you received a physical ticket from an officer at the intersection, your contest process is Trial by Written Declaration — not the administrative review described here.

Step 2: Check Your Deadline

Your Notice of Violation has a date printed on it. You have 30 days from that date to submit an Initial Review Request. This is a hard deadline. Missing it means the fine is finalized and your options are limited to paying or requesting a court hearing (after the administrative process is closed).

Step 3: Gather Your Evidence

Before writing your review request, gather any facts that support your case. The strongest red light camera contest arguments are:

  • You were not the driver — someone else was operating the vehicle
  • The vehicle in the photo is not yours (license plate error)
  • You entered the intersection on a yellow light, not red (photo timing issue)
  • You were making a permitted right turn on red
  • The signal timing did not comply with state standards (minimum 3.5-second yellow)
  • You had a medical emergency or were responding to a safety situation
  • The camera was newly installed and within any required warning period

Step 4: Write Your Initial Review Request

Your Initial Review Request is a written statement explaining why the citation should be dismissed. Include your name, citation number, vehicle information, and the specific grounds for your contest. Be factual and concise — reviewers read hundreds of these. Attach any supporting documentation.

What Works

The most successful contests focus on a single, specific, documentable fact — not general complaints about camera enforcement. 'I was not driving the vehicle' with supporting evidence is far more effective than 'I disagree with the fine amount.'

Step 5: Submit and Track Your Request

Mail your Initial Review Request to the address on your Notice of Violation using USPS Certified Mail with return receipt requested. This gives you proof of submission and the date it was received. Keep copies of everything you send.

What Happens After You Submit

The city or county has 60 days to respond to your Initial Review Request. If your contest is granted, the citation is dismissed. If denied, you can request a Secondary (Supervisory) Review. If that is also denied, you may request a court hearing as a final step.
